I was thinking of "TalkAboutComics.com" -- there's lots of traffic there now, and they have a place for comics not hosted by one of the services they're connected with. Many of the comics I enjoy -- you too, apparently -- already have forums there.
I've got a note in to Jenner. He just set up a Facebook account this weekend, but that seems to be an awkward format for serious discussion of the work. It's also under his real name, which he'd not used with the comic before for professional reasons.
TAC has been having some problems of late - I don't know how stable they are. A whole raft of comics just migrated from there to a new forum of their own making. A possibility is here (http://image66amarillo.com/phpBB3/): There is a section under "Commons" which has threads for a large number of strips that people follow.
I've not been active in forums for years, but would like to see Doc Rat be given a place for active discussion -- you and I both have great appreciation for it, and there are many others.
I just heard back from the Doc; he's given permission, though probably won't have much time to participate.

They don't get much in the way of new requests, it seems -- so the action is somewhere else.
The "Other Comics" on RHJunior's forum I've looked in on in the past few days -- it has good discussions of some strips (Original Life is 200+ pages of forum messages), but only the occasional mention of Doc Rat.
The image66amarillo.com seems to be pretty thin. (I have somewhat impaired vision, and first read it as "images of Camarillo" which is a town close by.)
I, too, am open to suggestions. Ideally, this would be a place where many readers of the comic already congregate for other forums. Jenner will put a link to the forum on his site, so finding it won't be a big issue.

I've just discovered that significant activity moved this month from TAC to CrossTimeCafe.com -- which has many old friends.
That would be a happier home, I think, for Jenner's discussion. As you suggested above, TAC has been having a number of issues recently. And past the technical bit, there were allusions to discontinuing the free service. That seems likely to be annoying to forumgoers in the future.
The CTC folks are (collectively) a known entity, and perhaps Jenner's doings can help make the new site more visible.
I was actually going to suggest the CTC, but wasn't sure if you were familiar with that gang. I agree that it would be an awesome home, even though Jenner is not directly tied to the CTC world. You're spearheading this effort, and I bow to your best inspirations. If there's anything I can do to be of service, please be sure to let me know.
I am indeed. I've been a fan of Freefall and 21CF for years, and the icon you see has Dr. Jenny Curtis in the background. (That image is a snippet of this one (http://level-head.livejournal.com/123797.html) of the Noble Webcomic Females. My beard is grayer these days.)
I take the stories fairly seriously, so the out-of-character and out-of-canon aspects of CTC don't work quite as well for me. I don't mind the fun, though.
I genuinely like the characters, with a special fondness for Florence Ambrose -- the "Tale of the Loyal Samurai" was a key moment in her character exposition, and I have lived that story long ago.
Scott still has the Poetry Corner on his 21CF site with my old dabblings. Speaking of which ... this occurred to me a few days ago:
There's a civilized gulf twixt the now-married wolf and the habits he'd had before But this is not in millennia and he fears that any of his urges might might make a blind score He's no meat-deplorer, but his look of horror on seeing his children's faces Reminds him of his history. Are their new mysteries rising to prominent places?
