You would have to be able to recognize the reference to "Chain of Command", where Picard is tortured by a Cardassian, much the same way Winston is tortured by O'Brien.
Rather than make them look foolish, it would probably just garner a from someone who didn't get it.
Damn Cardassians can't be trusted, nor can they count. Picard was captured and tortured for weeks, and the Cardassian insisted there were five lights. When Picard was scheduled to be released, he tried one last time to break him, but another man appeared and ordered the interrogator to clean up the prisoner and let him go. So, before Picard let them usher him out of the room, he screamed, "THERE! ARE! FOUR! LIGHTS!"
@OW: I'm tempted to ask if I may put it in my Signature on TAC, but I don't like cluttering up the signature too much, and I don't want to overshadow that beautiful banner Pony made.
