I asked Stephan, and it's actually a rather questionable joke in my opinion. It's a play on a phrase coined by Aboriginal women that's been pulled out during negotiations for aboriginal land use.
"Secret women's business." It had to do with trying to stop the construction of a bridge on an island of supposed religious significance. When asked what that significance was, they just said "secret women's business." The claim is questionable (according to Stephan) because women have no rights in traditional Aboriginal society; there could be "secret men's business", but "secret women's business" is unlikely--the men would know all about it. Ever since, it's become a sort of running gag among Australian humourists.
I recently cast my vote on the Ursa Major Awards and sadly left DR out of my top three choices for the Web comic. I was going to have it tie with "Freefall," but the site doesn't allow it. Why didn't DR make the cut? Because sometimes the humor is too Australian for me.
