You will no longer need all the clearance paperwork or any kind of unending bureaucratic bottlenecks as $500,000 wire transfer does not attract any penalty or demand for terrorism clearance in international banking operation.

There's a side note in one of Charlie Stoss' "Laundry" novels, wherein Our Hero Bob Howard tells about receiving one of these emails at work and responding to it. Soon, someone from Finance shows up, waxes sarcastic for a half hour, and makes him give the Bank of Nigeria back.
