What a question. I definitely feel that there are some people who should never reproduce; individuals whose ignorance, social ineptitude and outright viciousness stand as a monument that would dwarf Mount Everest ought never be allowed to bring impressionable little souls into the world. That said, I know of no fair human way to implement a system for granting a license to breed.

Sadly, Old Wolf, I, too, have seen people who have absolutely no business having kids. But I also can't really think of a fair way to sort them out from the population in general- so we have to watch out for any kids they do have.
