The same thing happened with the exploration of other continents by Europeans; the government put up the exploration budget, the money men sent others out to pull in as much income as they could get away with, and then the government stepped in again to control the excesses.

There's vast mineral wealth on the other planets in this solar system alone, just sitting there. What you waiting for by gum, there's ore in dem marsian hills!!
Maybe when China is close enough to grab some it will shake the western world out of its lethargy.
