If you are a small business owner, you have probably received one of these sleazy and deceptive solicitations from Personnel Concepts based in Ontario, California.
The ruse is simple: Send out frightening-looking letters implying that your business will be fined from $17,000 to $20,000 for failure to display legally-required employment posters. A small fee will be enough to avoid this unpleasantness.
Just have a look at Ripoff Reports to see how many complaints these bottom feeders have racked up.
