Is this unusually cruel and insane, iron is there some aspect of British society that I do not understand that lends rationality to this decision?

One needs to recall that the Guardian is aimed at the left wing Apple-using treehugging cycle-to-work people but...
It's a fact that welfare reforms are (as one would expect from Conservatives) all about saving money. It's interesting to note that the BBC and Channel 4 aired expose's of the ATOS reassessment of the disabled on the same night, and that ATOS deny having targets to meet. Parking enforcement do the same but it's amazing how activity trebles towards month end.
When you realise that HM Gov regards benefits paid out as some kind of benison from the state towards people who could stand on their own feet if they really TRIED (or if they had feet to stand on) instead of payouts from a NATIONAL INSURANCE system that these people had been paying in to all their working lives, the Govt actions are indeed rational. With the accent on Ration. Thus the place of the deserving poor/cripple is to be grateful for anything they get. If they aren't then they are undeserving poor and will suck the national teat dry if not encouraged to work by force if necessary. The deserving poor still want to work because of the dignity of labour, of course so you get them off benefit as well....
EVERYONE is happy and we can cut taxes for those who create jobs ie the rich and those who donate to the Con party.
If they don't like that sir let them die and decrease the surplus population. Scrooge learned the error of his attitude, but there are not enough spirits around to deal with the Cons and your own sweet Repugnicans.

Bottom line. Conservatives love to be photographed with Brave Cripples from the Forces or Paralympics but regard the rest as an undeserved burden on honest Taxpayers (Tax Avoiders).
